The Failure of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: positive announcements are issued from various governments. Significant resources is devoted on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capacity enabled by up-to-date information. From witness perspectives, military aircraft that had been deployed to engage hostile cruise missiles flew past – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a incoming threat. This was a advanced protection mechanism at work, most likely delivered by partner states. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly becomes sober acceptance: possibly the incoming missile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.

Persistent Threats

Soon after, a automatic firearm engaged a aerial vehicle in the vicinity, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the early updates: seven people killed, damage and heating outages in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on international aid – a need that European nations are demonstrably unable to fill in the near term.

Failed Diplomacy

The 28-point plan from Washington sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This trend will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unrealistic to compel Moscow to abandon the areas that it already controls in Ukraine's south or east.

The issue is that while recognising this factual reality, US leadership does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not evolve additionally in its advantage in the coming year.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a entire defensive failure until circumstances change in its favour.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
